PM: Three step plan for reopening the economy.

Prime Minister Scott Morrison is addressing the media in Canberra now after this morning's National Cabinet Meeting.

Today, National Cabinet had discussed a three-step plan to reopen the economy by July this year.

Scott Morrison said, "states and territories will move at their own pace".

The three steps are:


Will allow enabling greater connection with friends and family, allowing gatherings up to 10 people and five guests in your own home.

Working from home, if it works for you and your employer. Boot Camps back in public areas.

Playgrounds open in public areas.

Retail and small cafes and restaurants reopening. Interstate recreational travel to start again.

Easing of restrictions for funerals with up to 30 attendees, outdoors.

10 attendees at Weddings.


Allow larger size gathering for up to 20 people including for venues such as cinemas and galleries, and more retail openings.

Organised community sport, and beauty parlours. STEP THREE: Allowing gathering up to 100 people. This step will become clearer as we move through the first two steps, but will more than likely will involve everyone back int he work place, interstate travel likely, pubs and clubs with some restrictions and possibly some gaming venues.

The pace between each step will be up to the states and territories. Prime Minister Scott Morrison stated:

"They'll be responsible for setting their own timetable and communicating that to their citizens and residents in their own states and territories. Premiers and chief ministers have asked me to stress there should be no expectation of step one starting on day one, unless they are indeed already there. 

"Moving on these steps will take some preparation. It is also important to note that movement from one step to the next will depend on three criteria that we have always outlined, and indeed, that is enabled us to move today, a week earlier than planned."

The plans will be reviewed every three weeks.
