NRAR is responsible for the enforcement of water laws in NSW through licensing, monitoring compliance, and education. Phil brings a critical Aboriginal perspective to the board, highlighting the importance of water to First Nations people, their culture, and their communities. Phil discusses his journey in Aboriginal affairs and the changes he has seen in water management over the years.
